Mr. Jeffrey L. Collins

Mr. Jeffrey L. Collins is the Founder and Chief Executive Officer of Eagle Defense Systems, LLC, a Texas-based cybersecurity and compliance firm serving federal contractors and the broader GovCon ecosystem. His work focuses on CMMC readiness, NIST-aligned governance frameworks, and AI-driven compliance automation for small and mid-sized organizations within the defense industrial base. He also serves as a Fractional Chief Compliance Officer to clients navigating federal cybersecurity mandates.

Mr. Collins holds a Bachelor of Science in Information Technology with a concentration in Cybersecurity, conferred Magna Cum Laude. He is a Master of Legal Studies candidate at Texas A&M University School of Law, where his academic focus includes cybersecurity compliance, False Claims Act liability, and algorithmic accountability in federal procurement. His SSRN working paper, "Cybersecurity Posture Misrepresentation and False Claims Act Liability: SPRS Score Accuracy and the Escobar Materiality Problem," analyzes civil fraud enforcement under the Department of Justice's Civil Cyber-Fraud Initiative.
